If you are using version 7.x or version 8.x motherboard, it will not support 5V standby power for USB ports. So system will not be able to charge the mobile phone.
If you have motherboard with EuP function on, it will also turn off the 5V standby power for the USB ports. So system will not be able to charge the mobile phone.
